Psychosomatic? Breathe in there!

Sanity is set in the near future, an alternate universe where a Dr. Aiken has discovered an ancient artifact. She studies this artifact and gains valuable knowledge which she applies to making a special serum which can be injected into a human and used to unlock incredible psionic powers. However - there is a price. A mature brain cannot adapt to the serum and all the power it unleashes. Fully-developed humans slowly go insane, lose control of their powers, and cause great damage to themselves and those around them in a mindless rampage.

Upon further research, the good doctor decided that injecting the serum into a fetus still developing in the womb would give it psychic powers without the insanity that follows, since the child's brain is still growing and developing so it can compensate and harness the power in a safe way. There are still dangers, of course. If a psionic overextends himself, he can lose control and go into the same state of insanity - however, he can recover after a while.

Naturally, as time passes, people come into the regular conflict against those "different" against them. Much like in the X-Men movie or comics, regular people begin to fear what they don't know. This isn't helped by members of the criminal element getting psionic powers for their own ends and using them to cause havoc in society. The natural backlash against the psionics is slowed by the creation of the DNPC, or Department of National Psionic Control. They are powerful, law-abiding psionics who fight and apprehend their criminal brethren.

Unfortunately, there's a problem. Two psionics duking it out in an urban area is like taking two armored battalions clashing. The collateral damage is staggering and on the public relations side, the DNPC takes a huge beating due to the amount of civilian casualties often involved.

Where do I come in?

You are agent Cain of the DNPC. A month ago you took out a city block on the docks while fighting a criminal, and public outrage reached its peak. Cain was immediately suspended and forced to choose between retirement and the Aggression Control Chip. The ACC is a device that will automatically "put you down" so to speak, if you kill any innocent bystander - by accident or otherwise.
