I'm certain it's higher than 16%, but MS probably waited until they shipped out a more stable version of their console on the market before compiling the data so it would lower the failure rate. When it first came there were rumors of 20-30% failure rates.
Well said. He's basically saying that making a good AAA title for the PC is too hard, so he'll stick to making easy games for consoles that only need to look pretty to sell well. I hope console players enjoy GoW2, GoW3...GoW(N+1)
